Dry-run a draft Mandate in organization ownerID (the caller's active organization) over the caller's own AI actions of the last 7 days (T-P3-MD-12): which it would have allowed, and why each other one would have been refused. Notional caps are not replayed. Needs org__mandate__grant, like the grant it previews, and ai.mandates_l3.
