Plan-quota headroom for one resource kind, for the organization identified by ownerID. Readable by every org member (same scope as subscriptionInfo).

How many more of a resource the organization can create on its plan.

Computed by the same code the create-time gate uses (billing.QuotaHeadroomFor shares the counter, the cap parser and the comparison with Enforce*Limit), so canCreate is exactly the verdict a create would get, and plan/limit/resource equal the extensions of the QUOTA_EXCEEDED refusal.
