AssistantMissionTemplate

A Mission template (T-P2-MS-09): a Mission people start often, with its plan, budget and mandate class fixed in advance. Instantiating one makes no planner call; the Mission is PLANNED at once and starts when its budget is approved.

The fixed budget in credits: approval takes exactly this amount.

The mandate the Mission runs under, such as research-v1.

How often it runs when scheduled (createAssistantMissionSchedule with templateId); null for a template that runs on demand only.
