applyStrategyVersion
Make a strategy version the active (latest) version of its strategy, gated by its latest verdict (T-FU-VERSION-APPLY-ACTION): PASS applies; WARN applies only with acknowledgeCaveat true, after its caveat was shown; FAIL, INCONCLUSIVE or no verdict are refused (VERDICT_BLOCKS_APPLY, VERDICT_CAVEAT_NOT_ACKNOWLEDGED). Applying writes a new latest version with the version's content through the normal update path, so every check an edit passes applies. A version that is already the latest is returned as it is. Returns the active version.
