saveAssistantMandateDraft

Save the grant form as the caller's draft in organization ownerID (one per user and organization), replacing any previous one. Needs org__mandate__grant, like the grant it prepares. A grant consumes it.

The caller's server-side draft of a grant (T-P3-MD-02): the grant form's values, kept while the grant step-up leaves the page and comes back. Only form state; every rule is checked at grant.
