killAssistantMandates

Kill live Mandates in organization ownerID (the caller's active organization) at a tier (T-P3-MD-06): freeze every Mandate in it and stop every AI-attributed live bot, meaning a live bot a Mandate admitted a change on. The caller's own bots and dry-run bots keep running. Revoke is the quieter action: it freezes and stops nothing. Not gated on ai.mandates_l3: with the flag off the Mandates are frozen but their bots still run. mandateId is required at MANDATE; userId names the user at USER (the caller when omitted). The reason is required and audited (mandate_killed). Who may kill at each tier is decided in internal/mandate, as for revoke.
