attachAssistantMandateToMission

Attach one of the caller's own active live Mandates to one of the caller's own Missions in organization ownerID (the caller's active organization), before it runs or while it is paused (T-FU-MANDATE-ATTACH-UI). Needs org__mandate__grant, like the grant itself, and ai.mandates_l3. Every step still re-checks the Mandate; attaching is the owner's consent, audited as mandate_bound.
