ensureMarketDataAvailable

Enqueue backfill jobs for the given market data file references. The data lake worker will populate missing files in the background. This mutation returns immediately with a non-blocking availability snapshot; clients should poll marketDataAvailability to await readiness.

ownerID is the workspace (or organization alias) the download is for; the caller must be able to run backtests there. While the lake universe policy is in force (the planner is live), files outside the policy count against the organization's max_on_demand_datasets and a request past it is refused with ON_DEMAND_DATASET_LIMIT, enqueueing nothing (#3380). While the planner is off, the per-runner path still decides what the lake holds and no limit applies.
