promoteBotToPaper

Promote a validated strategy version onto a dry-run bot and start its paper stage (T-P3-MD-16). strategyId defaults to the bot's own version; days (1 to 90) to 14. The version's latest verdict must allow applying it (a WARN needs acknowledgeCaveat). The bot stays in dry-run: going live afterwards needs the paper stage complete and the go-live step-up.
